Newsflash FLA
In the context of the new legislation regarding training rights (see our most recent newsletter), companies are now required to fill in the Federal Learning Account (“FLA”). In this newsletter, we provide an update and explain how we can assist you in fulfilling this obligation.
What?
The Federal Learning Account (“FLA”) is a digital web application that facilitates the exercise, management, and registration of individual and sectoral training rights.
! This digital web application is mandatory for all employers, regardless of their size, and for all employees.
In this tool, every employer must register all the training courses followed by employees.
Sigedis, the government partner managing this FLA tool, will supplement the training rights at the end of November for employees whose training rights have not yet been entered. You may have already been informed about this by the NSSO via a message in your e-Box.
Starting from 2025, Sigedis will automatically complete the training rights, and you, as an employer, will only need to approve or amend them.
When?
By November 30, 2024, at the latest, every employer must have registered the training courses that employees have followed between January 1 and September 30, 2024, in the FLA. This includes both formal and informal training, provided it is directly related to the work or function.
From December 1, 2024, the employer must register each training followed no later than one month after each quarter.
Employer Obligations?
- In addition to registering the completed training, the employer must also ensure that the employee data is up-to-date. For example, each new employee must be registered within 60 calendar days from the date of employment.
- Employees have easy access to this tool by logging in at www.mycareer.be
- Sigedis—the government partner managing this tool—will inform employees about the FLA upon employment and then (at least) once a year. Employees who do not have a registered email address with the government must receive this information through the employer using a standard document provided by Sigedis
- The employee can ask the employer to correct any data that is incorrect or missing in the FLA.
How to Register?
Registration in the FLA can be done in various ways, but for employers with fewer than 50 employees, manual entry seems to be the most suitable option.

For employers with no more than 50 employees, we can enter the training data of your employees into the FLA if you provide us with a specific mandate with the NSSO. You provide us with the training data of all employees via an Excel template that we will send to you. We will then take the necessary steps to enter this data into the FLA.
